2025 Annual Report to Canada's Parliament on Immigration

 IRCC facilitates the entry of students who wish to study at a designated Canadian educational institution. 

Students approved to study in Canada are issued a study permit.

In 2024, 516,275 individuals held study permits in Canada. This included new permits and extensions. Of these, 242,970 identified as women, 273,235 as men, 55 as another gender and the gender of 10 individuals was recorded as unspecified. 

An intake cap on study permit applications was introduced in January 2024 to help manage unsustainable growth in the program, with an issuance target set at 485,000 for that year. Of the 516,275 study permit holders, only 293,835 were issued to new students entering Canada in 2024, with the balance being issued to students already in Canada. 

This means that there were less than 360,000 new study permit holders who entered Canada in 2024.

In 2023, a total of 682,889 individuals held study permits, of which 496,175 were new. This indicates a decrease of 24% from 2023 to 2024. 

Canada’s overall international student population declined by 4% at year end of 2024 compared to end of 2023.

Visa Scams Surge

Tougher immigration rules encourage vulnerable migrants to seek advice from visa advisors many of whom may be frauds: story by Africanews

The Francophone visa scheme is corrupted.

Canada first launched the Francophone Mobility Scheme in 2019, intending to ensure the survival of the country’s minority language by increasing the number of French-speaking immigrants.

Following the program's expansion in 2023, officials anticipate that nearly 80,000 French-speaking residents from Africa will migrate to Canada by 2027, according to data from Immigration, Refugees and Citizenship Canada (IRCC).

Criminals are taking advantage of the new gateway. With the promise of guaranteed visas in record time, scammers lure victims in with online ads under the pretence of being specialised immigration consultants.

Some victims report being charged upwards of $15,000 before the perpetrator disappeared into thin air, according to RFI.







Role of the CICC and provincial/territorial law societies and how applicants can find an authorized representative 

With respect to protecting the public, licensed immigration representatives in Canada are regulated by either the College of Immigration and Citizenship Consultants (“CICC”) or the provincial/territorial law societies of Canada. 

The CICC licenses and regulates the practice of Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs) in the public interest. 

The 14 law societies in Canada are mandated by each province and territory to regulate their lawyers and the legal profession. Among their responsibilities, the CICC and the provincial/territorial law societies are mandated to uphold and protect the public interest in the delivery of immigration related legal services.

The Universities in both Australia and Canada Created Problems

 Australia experiencing problems with unaffordable housing, inflation and lack of youth jobs is also creating caps and limiting the number of international students.


The 39 Australian Universities are claiming unfair restrictions on an industry that brings in 50 Billion into the country and supports 250,000 jobs.

The government wants to eliminate fake students, scam schools, purchased grades and diplomas, illegal education agencies, illegal student housing etc etc.

Some media investigations claim widespread cheating such that the actual education value is almost worthless.


The universities in both Australia and Canada have built these "Huge Inclusive Tents" using the 30 years of unrestricted international students as ATM's.

The tents allowed and protected self-serving empire builders to create corrupt programs that are counter to any educational purpose and enabled all sorts of cash grabs.

The tents paid themselves and rolled over any opposition claiming they were the only source of direction for mankind.

Maybe it is time to kick out the self-serving narcissists, put the criminals in jail, and actually help the youth of the nations get part-time jobs to obtain skills and develop confidence in their ability to thrive in a modern society.

Improving credential recognition for internationally educated health professionals

This legislation complements and builds on the government’s ongoing work to create pathways for doctors, nurses and other health-care professionals educated outside of Canada to be able to get to work more quickly.

This work includes:

  • Expanding pathways for internationally trained physicians to enter B.C.’s workforce, including:
    • a further expansion of seats in the Practice Ready Program, which helps internationally educated doctors get to work more quickly in B.C.; the program will triple from 32 seats to 96 seats by March 2024;
    • the introduction of a new U.S.-certified class of licensure (through the College of Physicians and Surgeons of BC) to enable eligible U.S.-trained physicians to practise pediatric medicine, internal medicine or emergency medicine in B.C.;
    • the introduction of associate physicians, a new class of registration that provides a route for international medical graduates (IMGs) not eligible for licensure as independent medical practitioners, to work under the direction and supervision of an attending physician within team-based care settings; and
    • Funding Health Match BC, a free health-professional recruitment service that has helped IMGs and Canadian-trained physicians relocate and practise in B.C.
  • Removing roadblocks that internationally educated nurses (IENs) used to face, including:
    • developing a more efficient pathway that simultaneously assesses IENs for the HCA, LPN, and RN designations;
    • directly covering application and assessment fees with NCCAS and BCCNM and providing bursaries for English-language competency testing and education with more than $9 million in funding; and
    • creating new nurse-navigator positions to help IENs navigate the assessment and licensing process.
  • Developing the Health Care Access Program (HCAP) to train, recruit and employ up to 3,000 entry-level health-care workers each year.
    • This program provides a path for eligible applicants, including internationally educated nurses who have not had their qualifications recognized, and individuals with no health-sector experience, to get hired and receive paid employer-sponsored health-care assistant training as part of their employment.
  • Bursaries to help internationally educated allied health professionals join B.C.’s workforce.

Progress made to date:

  • 547 new international medical graduates registered so far in 2023;
  • more than 450 new internationally educated nurses registered so far in 2023;
  • 2,800 internationally educated nurses currently going through the new, faster pathway; and
  • 979 health-care aides hired through the Health Careers Access Program since April 1, 2023.

Canada opens new visa application centre in Portugal

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced today the opening of a new Canada visa application centre (VAC) in Lisbon, Portugal. With this new centre, IRCC’s VAC network will consist of 163 locations in 110 countries around the world.


VACs are managed by private companies that have contracts with the Government of Canada. Their primary role is to accept documents required in the visa application process, securely transmit them to IRCC offices and provide biometric collection services. VAC service agents are available by phone, email or in person to answer questions in local languages and to help make sure that applications are complete.

The people-to-people ties between Canada and Portugal have grown stronger over time and, today these ties are underpinned by a vibrant Canadian community of Portuguese origin. That is why IRCC remains committed to making it easier than ever for Portuguese citizens to travel to Canada. The opening of a new visa application centre in Lisbon will offer them greater flexibility and accessibility to visit, study or work in Canada, and open the door to new opportunities for social, economic and cultural exchange that will benefit both countries.

Quick facts

IRCC began opening VACs in the mid 2000s. The first one opened in India, followed by one in China. VACs are not involved in making decisions on files nor are they authorized to provide applicants with advice about their visas or permits.


Portuguese citizens visiting Canada for up to six months typically only need an electronic travel authorization. Those who plan to visit or study for longer than six months or to work in Canada are required to apply for a visa and a study or work permit.


With the opening of the Lisbon VAC, applicants in Portugal will no longer need to travel outside of the country, which helps reduce costs as well as distance and travel time and improve client service. Non-Portuguese citizens living in Portugal who need a visa to come to Canada can also access services at the Lisbon VAC. Applicants can make an appointment as of February 12, 2024.


Canada and Portugal enjoy strong bilateral relations and celebrated 70 years of formal diplomatic relations in 2022. According to the 2021 Census, roughly 448,000 people of Portuguese origin live in Canada.


Canada and Portugal have a bilateral youth mobility arrangement. Under the arrangement, Portuguese and Canadian youth aged 18 to 35 can work and travel in each other’s country for up to 24 months.

Market Overview

In 2022, Languages Canada members taught a total of 97,679 students.

Students spent 1,098,558 weeks studying English

LC members recovered 65% of their pre-pandemic student numbers and 73% of student study weeks.

Course duration preferences remained unchanged since 2019. 

Half of students (50%) enrolled on courses lasting between 4 and 12 weeks.

Languages Canada members employed a minimum of 4,941 staff in 2022. 

This still only represents 49% of teaching capacity employed in 2019.

In 2022, the fastest-growing visa category was the visitor visas (from 5,276 to 29,727). 

Delays of visa processing hampered travel plans for a minimum of 9,709 students.

Who can participate:

To participate your country or territory of citizenship must have a Youth Mobility Agreement with Canada or you may be able to use a recognized organization.

Some countries only allow you to participate once. Others allow you to participate twice, but in different categories. Because each country is different, it’s important that you check to see if you’re eligible to apply. Even if you’re issued an invitation to apply, you can’t participate more times than your country allows. 

After you submit your application, an officer will assess your eligibility, including your past participations. Make sure you read and understand all the requirements before you submit an application.

Even if you hold a refugee travel document issued by a country that has a youth mobility agreement with Canada, you’re not eligible to participate.

Your dependants can’t come with you to Canada under the IEC program. However, they may apply to visit, study or work in Canada. An officer will look at your application separately from theirs.

If you are coming to Canada for a short time your spouse or common-law partner and dependent children can come with you to Canada or visit you in Canada, if they:

- meet all the requirements for temporary residents to Canada,

- satisfy an immigration officer they will only stay in Canada temporarily,

- can prove they have no criminal record, if necessary, and

- meet all the conditions for getting a temporary resident visa, if they are from a country or territory whose citizens require a visa in order to enter Canada as visitors.

13 more countries now qualify for visa-free travel to Canada

Sean Fraser, Minister of Immigration, announced the addition of 13 countries to the electronic travel authorization (eTA) program. Travellers from these countries who have either held a Canadian visa in the last 10 years or who currently hold a valid United States non-immigrant visa can now apply for an eTA instead of a visa when travelling to Canada by air. 

Effective today, eligible travellers from these 13 countries qualify for the program:

Antigua and Barbuda, Argentina, Costa Rica, Morocco, Panama, Philippines, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Seychelles, Thailand, Trinidad and Tobago, Uruguay

Quick facts

The eTA is a digital travel document that most visa-exempt travellers need in order to travel to or transit through Canada by air.

The eTA application is used by Canadian officials to conduct light-touch, pre-travel screening of air travellers. It costs CAN$7 to apply, and most applications are automatically approved within minutes.

To apply for an eTA, travellers need only a valid passport, a credit card, an email address and access to the Internet.

Within the next year, Canada expects to receive 200,000 (or 20%) more visitors from these 13 countries. 

Within a decade, increased travel from these countries is expected to bring almost $160 million in additional tourism revenue.

 Canada launches a new process to welcome skilled newcomers with work experience in priority jobs as permanent residents

With employers eagerly seeking to fill countless vacant positions across the country, immigration emerges as a solution.

 Recognizing this reality, the Government of Canada is building an immigration system that acts as a catalyst for growth, empowering businesses, helping address their labour needs and strengthening French communities.

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced the first-ever launch of category-based selection for Canada’s flagship economic immigration management system, called :Express Entry. 

Category-based selection will allow Canada to issue invitations to apply to prospective permanent residents with specific skills, training or language ability. Further details on the timing of invitations for individual categories and how to apply will be announced in the coming weeks.

This year, category-based selection invitations will focus on candidates who have

  • a strong French language proficiency or
  • work experience in the following fields:
    • healthcare
    • science, technology, engineering, and mathematics (STEM) professions
    • trades, such as carpenters, plumbers and contractors
    • transport
    • agriculture and agri-food

By allowing us to invite more skilled workers in these professions, category-based selection supports Canada’s commitment to welcoming in-demand professionals into communities across the country. Additionally, by placing a special focus on Francophone immigration, the Government of Canada is ensuring that French communities can continue to live their life in Canada in the official language of their choice.

Category-based selection will make Express Entry more responsive to Canada’s changing economic and labour market needs, while building on the high human capital approach that has been a hallmark of Canada’s successful economic immigration system. These priorities maintain the focus on bringing in skilled workers with the potential to integrate and contribute to Canada’s future.

  • Express Entry is Canada’s flagship application management system for those seeking to immigrate permanently through the Federal Skilled Worker Program, the Federal Skilled Trades Program, the Canadian Experience Class and a portion of the Provincial Nominee Program.

  • In June 2022, the Government of Canada made changes to the Immigration and Refugee Protection Act to allow for the selection of immigrants based on key attributes that support economic priorities, such as specific work experience or knowledge of French. 

  • Legislative requirements to use these new authorities include that the Minister engage in public consultations, prior to establishing a new category, with provinces and territories, members of industry, unions, employers, workers, worker advocacy groups, settlement provider organizations, and immigration researchers and practitioners. Each year, IRCC must also report to Parliament on the categories that were chosen during the previous year and the selection process, including the rationale for choosing them. 

  • The categories have been determined following extensive consultations with provincial and territorial partners, stakeholders and the public, as well as a review of labour market needs. A complete list of eligible jobs for the new categories is available on our website.

  • The first category-based invitations to apply are expected to be sent this summer. 

  • Immigration accounts for almost 100% of Canada’s labour force growth, helping to addresses labour shortages in key sectors.

  • According to Employment and Social Development Canada, the number of occupations facing shortages doubled between 2019 and 2021.

  • Under the Canada–Québec Accord, Quebec establishes its own immigration levels. From 2018 to 2022, admissions under the Federal High-Skilled program accounted for between 34% and 40% of overall French-speaking admissions outside Quebec.

New Canadian scholarship program

 Minister of Foreign Affairs Mélanie Joly,  promoted the value of studying in Canada and the Canadian International Development Scholarship 2030 (BCDI 2030) program at the Sommet de la Francophonie (Francophonie Summit) in Djerba, Tunisia. 

Announced earlier this year, the $80 million program funded by Global Affairs Canada will educate, train, and empower thousands of bright, talented people in developing countries.

Over the next eight years, the BCDI 2030 program will provide people in 26 developing countries (see map below) with high-quality, inclusive education and training opportunities, with the intention of addressing inequality, bettering their lives and their communities. 


Colleges and Institutes Canada and Universities Canada are proud to jointly administer this ambitious new scholarship program in partnership with Union économique et monétaire ouestafricaine (UEMOA), the African Institute for Mathematical Sciences (AIMS) and the Association of African Universities (AAU).

BCDI 2030 will directly reach more than 7,000 people — 51% of whom will be women — in eligible francophone countries, Commonwealth countries and Small Island Developing States. Participants will be provided opportunities to learn about entrepreneurship and leadership development, or take part in other tailor-made and thematic training, in their own country/region or in Canada.

Training and education will focus on key priority areas such as science, technology, engineering and math (STEM); climate action; artificial intelligence; health sciences; green and blue economy; and governance and administration.

The program will leverage Canada’s post-secondary education network of 236 colleges and universities — 62 of which are francophone — and the long-standing partnerships that Canada’s post-secondary institutions have in developing countries.
